Back in 1973, the republicans led by Richard "I'm not a crook" Nixon, instituted the all volunteer army so that the rich would no longer have to BUY their way out of the draft. And now we have most all of those cheering on the war never having fought in a war! Even the brave George W. Bush was a draft dodger. They never have to suffer the consequences of their deeds. And now Bush has instituted a stop loss military policy of FORCING troops to stay in harms way, past their enlistment time (some dying when they should have already come home). The "GET ALL THE POOR" volunteer army is failing! The poor people have grown wise to the TRICKY DICK NIXON army! And isn't Bushs policy of forced extension, of forced service unamerican? isn't it what you would find in a DICTATORSHIP, or in a FASCIST state? Isn't it just a back door draft. We need to call back the DRAFT, because it is more equitable! It would stop these dictatoral policies in their tracks. It would keep these reckless leaders from starting unjust wars, but only if we can keep them then from buying their way out! It is always the wealthy who start and profit from wars.

Thus, while I agree with your premise, the "new" draft would have to address the principle of "universal" compulsory service differently.
It's arguable, but I believe the draft was a major contributor to the national anti-war sentiment that evolved during the Viet Nam era. The draft gave the majority of Americans a personal stake, one way or another, in the war - an ingredient sorely absent in current times.
It's a cliche' but would the chicken hawks be beating the wardrums so loudly if their friends and family were put at risk?
A tangential thought -
Is the Rumsfeld's "streamlining" of the military related? Is that streamlining, calling for less manpower, one way to cope with recruiting shortfalls as well as avoiding reinstatement of the draft?
